Definition of Organic Agricultural Certification Body and Certification Auditor
In accordance with the provision of Article 17 Paragraph 1 Subparagraph 1 of the Organic Agriculture Promotion Act, organic agricultural products can be sold, labeled, or advertised as organic when the organic agricultural products are certified by a domestic or foreign certification body accredited by ROC, given that the certification activities are performed within the territory prescribed on the accreditation certificate. Under that provision, the certification of organic agricultural products can be performed outside the territory of ROC as long as the performing certification body has been accredited by an approved accreditation body and the certification activities are performed in the regions or countries listed on their accreditation certificates.
In addition, as excerpted from the Appendix of Regulations for Approving and Supervising Organic Accreditation Bodies, Article 3 Paragraph 2 Subparagraph 4 "Required Items for the Accreditation Standards of Accreditation Bodies" 2.1.3, Certification Auditors shall undergo at least 40 hours of training and obtain the corresponding certificates on the applicable laws of organic agricultural products and domestic and foreign certification systems, processes and the technologies for the production, storage, and distribution of agricultural products, audit skills, methods, and case analysis. 2.1.5 adds that for those not graduated from an agriculture- and food-related department, the hours of training shall be no less than 60 hours. All domestic and foreign auditors shall complete the aforementioned training before obtaining their Certification Auditor qualification.
In addition to face-to-face courses, an Online Training Platform is established to help Certification Bodies train their auditors. Its content is available in both Chinese and English. For course moderators, it offers functions like course editing, account management, and trainee qualification review. For trainees, they can log in to the system, select and take courses, take exams, or conduct other steps.
